A part of werewolf history where humans were kept "in check" to ensure that they didn't take over the planet, being successful creatures and favoured of the Weaver. Eventually this policy was seen as a bit barbaric and was ended. Humans then took over the planet, leading to an uptick in Weaver activity. Oops.
